So you asked a few things:
1. PC version-- there's no PC version of DubScript, however there are other Fountain-format (the markup style used by DubScript) versions that are compatible. You can find a list of compatible Fountain apps here
2. Website access-- for your privacy, besides maintaining local backups, DubScript was designed to only save your script file to user-directed targets when you create the file (or when you load it- that also determines where it is saved), unless you explicitly share it with the Share button This means you can choose to save directly to the device file storage area (you can then access it from other apps such as another text editor) or to a cloud service via a local app like Google Drive. You can also choose to create/save to a SD-Card, if your device supports that, etc. As mentioned, you can also share the file directly to an on-device email app or instant messaging app, etc. using the Share button. Backups are saved locally on-device. See the Help & Info menu item for more about this, as there is info about creating a backup strategy in case your device is lost, stolen, or broken.
3. I'm not sure what you mean about syncing between versions, but if you mean versions of DubScript-- so far every new release has been backwards-compatible with earlier versions. DubScript uses Fountain files, which are plain-text files that are compatible with any plain text editor.
If you meant sync between devices-- I would recommend you save to a cloud service (assuming you trust them and their privacy policy) such as Google Drive. That will centralize the location of the file and you can work on one device and then open the file on a second device. HOWEVER, be aware that every cloud service handles "clashes" differently. For example what happens if you make two different changes to the same file and save them? I believe Google Drive will save them as two "versions" (which you can access in the Google Drive website by right-clicking on a fountain file, then choosing "File Information", then "Manage Versions"), but other cloud services may handle this differently. Be sure to test to make sure that the cloud service you use will work with case to avoid overwriting work from one device over work on another.
